A LOCAL LAW titled Town of Cicero Local Law #2 of 2026 and known as the “Temporary Moratorium”
prohibiting any zone change or special permit applications related to the establishment of large-scale data centers, artificial intelligence (“AI”) computing facilities, cryptocurrency mining operations, and similar high-intensity computing uses and complexes in the Town of Cicero.
IT IS HEREBY ORDAINED AND ENACTED by the Town Board of the Town of Cicero, Onondaga County, New York, as follows:
That Town of Cicero Local Law #2 of 2026_______ titled “Temporary Moratorium” is hereby adopted to enact a twelve (12) month moratorium prohibiting the application or approval of any new zoning requests, special permits, and/or land use approvals related to data centers, artificial intelligence computing facilities, cryptocurrency mining facilities, and/or high-intensity computing sites.
The purpose of this Local Law is to establish a temporary moratorium on the acceptance, review, and approval of any applications for zone changes, special permits, site plan approvals, and other land use or development approvals associated with data centers, artificial intelligence computing operations, cryptocurrency mining operations, and/or other high-intensity computing uses within the Town.
The moratorium is intended to provide the Town Board with sufficient time to study, evaluate, and consider the adoption of new Town Code provisions and land use regulations governing such uses and their potential impacts on the community, infrastructure, utilities, and environment.
This temporary moratorium may be amended, extended, or terminated by the Town Board as it deems necessary and appropriate.
Said Local Law shall read as follows:
LOCAL LAW
“Town of Cicero Local Law No. 2 of 2026 is hereby enacted, providing for a Temporary Moratorium, for a period of twelve (12) months after the date of filing of this Local Law.
SECTION 1. PURPOSE
The Town Board of Cicero finds that the rapid expansion of large-scale data centers, artificial intelligence (“AI”) computing facilities, cryptocurrency mining operations, and similar high-intensity computing uses may present significant impacts upon municipal infrastructure, public utilities, environmental resources, emergency services, land use compatibility, and community character. Due to these concerns, the Town Board decided to implement a local law providing a Temporary Moratorium for twelve (12) months after the date of the filing of this Local Law.
SECTION 2. TIME PERIOD AND PROHIBITION
- As of the effective date of this local law there will be a twelve (12) month moratorium on all Town Board land use decisions related to data centers, artificial intelligence computing facilities, cryptocurrency mining facilities, and/or high-intensity computing sites in Cicero.
SECTION 3. EFFECTIVE DATE
This Local Law shall take effect immediately upon filing with the Secretary of State.
SECTION 4. TERMINATION DATE
This local law shall become null and void twelve months after filing, unless extended or terminated by the Town Board. The proposed moratorium may be extended, or terminated at any earlier period, by the Town Board.
