The Town of Cicero is resoliciting bids for Plowing/Salting/Clearing Sidewalks for the Cicero Police Department at 6200 State Route 31, Cicero, NY 13039.  Sealed Bids, clearly labeled Cicero Police Department Plowing/Salting/Clearing Sidewalks Bid On the outside of the envelope, must be received at the Cicero Town Clerk’s Office, 8236 Brewerton Rd., Cicero on Friday, October 9, 2026 at 10:00 a.m., to be opened in publicly. 

Sealed bids must include:

  1. Plowing/Salting/clearing entrances and sidewalks (handicap ramp) with bid amounts
  2. List of available equipment.
  3. Three (3) work references
  4. Signed statement that all insurance coverage will be provided naming the Town as an additional insured by start of contract period.
  5. Bid Sheet Options # 1 and #2 – #1 Multi-year contract and/or #2 Combined bid for both Mowing/Landscape Maintenance Bid and Plowing/Salting/Clearing Sidewalks Bid on Bid Sheet.

Location:              6200 State Route 31, Cicero, NY 13039

Contract Period:  November 15, 2026-April 15, 2027 season with the option to extend one (1) or two (2) additional seasons.  (Any service during April 15-May 15, 2027 to be negotiated with Contractor.)

Scope of Work:

Plowing/Salting/Clearing Entrances and Sidewalks

Due the facility being part of the Town’s EMS Services plowing/salting/clearing sidewalks is of a critical nature.  Contractors must be able to react to changing weather conditions to maintain an open and accessible facility 24/7.

  • Plowing to commence with 2” accumulation and shovel sidewalks, stairs, doorways and handicap ramp.  (Note all entrances must be cleared and salted by 7AM.)
  • All entrances and sidewalks to be cleared when plowing.  All walks will be cleared and salted when necessary including ice/slush conditions.
  • Sleet and Slush also require plowing. 
  • It is the intent to have the lot plowed whenever there is a measurable snowfall.  For snowfalls of less than an inch or icing the use of salt or equivalent de-icing agent applied when necessary.
  • *During a continuing snowfall, maintenance plowing will be required to allow the facility and police operations to remain open and functioning.
  • If parked vehicles interfere with proper completion of work, the removal of vehicles will be coordinated with the Police Department during office hours.
  • Snow will not be pushed to prevent access to fire hydrants, entrances, exits, sidewalks, sheds or roadways.
  • Plowing will not limit residents or employees from entering/exiting the municipal building.
  • *Removal of snow stockpiles when they encroach on parking area will be removed to offsite location by Contractor.
  • Operators will be experienced and exercise good judgement in placing snow without damaging shrubbery, fencing, structures or obstructing entrances or sidewalks.
  • Contractor will be required to keep plowing equipment in good working condition.  The Contractor will be responsible for arranging for supplemental service in case of a breakdown.
  • Lawn damage must be repaired with topsoil, seed, and straw or hydro-seed within a timely manner following plowing season.
  • Contractor to be responsible for any damage to structures.
  • All work to be performed diligently and in a safe, timely professional and workmanlike manner according to standard industry practices and using good quality materials, equipment and sufficiently trained personnel.

Contact Information:  Contractor to provide contact person information for two (2) employees with two (2) working phone numbers for emergency 24/7 contact.  Phones must be on call 24/7.   Failure to comply with phone contact personnel 24/7 may result in voiding of contract.

Insurance Requirements:

1.    Workers Compensation Insurance and Disability Benefits in statutory amounts (must be certified on forms approved by Worker’s Compensation Board).

2.    Commercial General Liability Insurance with limits of One Million Dollars ($1,000,000) per occurrence, Two Million Dollars ($2,000,000) general aggregate naming the Town of Cicero as an additional insured.

3.    Automobile Liability Insurance for any motor vehicle (owned, non-owned, leased or otherwise) with a combined single limit of One Million Dollars ($1,000,000),

4.    Policies specified in items above shall be endorsed to provide that such shall not be cancelled, non-renewed or policy limits reduced except upon thirty (30) days prior written notice to the Town of Cicero, c/o Town Clerk, 8236 Brewerton Rd, Cicero, New York 13039.

Wage Rates For Public Projects:

Prevailing wage rates and supplements of the building occupations, as determined by the Department of

Labor and Bureau of Public Works, are attached.  Contractor shall include in his proposal, all anticipated

wage rate increases that may occur during the life of the project.

Payment:

This is a New York State Prevailing Wage requirement.

Contractor will be paid after services rendered on a monthly basis.  Contractor required to be submit, by the 5th of the following month, a detailed monthly invoice (including date work performed) to Town for payment.   Total contract price will be divided into 5 equal payments beginning December 2026 through April 2027. The Town of Cicero is tax exempt.

Options:

Option #1 Multi-Year Contract – The Town will be offering an option for up to two (4) additional one year extensions.
