BID PROPOSAL
Sealed bids for furnishing the Collection and Disposal of all Refuse, Rubbish, Garbage and Recyclables for the Town of Cicero will be received at the Office of the Onondaga County Purchasing Director, 421 Montgomery Street, Syracuse, NY 13202 until two (2) o’clock P.M. (local time) on July 31, 2024.
The Town of Cicero reserves the right to reject any or all bids.
A bid security in the form of a bid bond, certified check, bank cashier/teller/treasurer’s check, payable to the Town of Cicero, or cash, in the amount of twenty-five thousand dollars ($25,000) must accompany each proposal as a guarantee that if the proposal is accepted a contract will be entered into.
The successful bidder will be required to furnish a performance surety bond issued by a bonding company authorized to do business in New York State in the amount of fifty percent (50%) of the annual cost of the contract as a guarantee for the faithful performance thereof. Cash, irrevocable letter of credit, or certified check, payable to the Town of Cicero for deposit are the only acceptable alternate forms of performance guarantees in lieu of a performance bond.
Bidders must use the proposal form and envelope furnished by the Division of Purchase or an envelope that is clearly marked with your company name, the bid reference number and the date the bid is due when submitting their proposals. Envelopes must be sealed when submitted. Faxed bids are unacceptable.

Sealed bids for the construction of Sanitary Sewer Repairs will be received at the office of the Town Clerk, Town of Cicero, 8236 Brewerton Road, Cicero, New York, 13039, until 10:00 A.M., Local Time, February 8, 2024 and there at said office at said time publicly opened and read aloud. This project includes the scheduled and emergency repair and maintenance work on sanitary sewer facilities and appurtenances within the Consolidated Sewer District of the Town of Cicero, Onondaga County, New York. The contract period for this work shall begin upon execution of this contract and continue through December 31, 2024 and thereafter on a yearly basis for up to four (4) additional years unless terminated by either party thirty (30) days after notifying the other party in writing. The Owner is exempt from the payment of sales and compensating use taxes of the State of New York and of cities and counties on all materials, equipment and supplies sold to the Owner pursuant to this Contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment and supplies to be sold to the Owner pursuant to this Contract, including tangible personal property to be incorporated in any structure, building or other real property forming part of the Project. These taxes are not to be included in the Bid.
New York State Prevailing Wage Rates apply to this contract. Each Bid shall consist of the Bidding and Contract Requirements (pages B-1 through B7) and must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form of a Bid Bond, and subject to the conditions provided in the Information for Bidders.

Revitalization and Redevelopment of Hamlet of Brewerton – Phase 2
US Route 11 Streetscape Improvements

The Owner is the Town of Cicero and the work site is located in the Hamlet of Brewerton. The project limits extend from: Guy Young Road to Bennett Street on US Route 11.
Bids to be considered must be received in a sealed envelope at the Town of Cicero Municipal Building, 8236 Brewerton Road, Cicero, NY 13039 at 11:00 AM local time on January 11, 2024 at which time they will be publicly opened and read aloud in the Board Room. Bids received after the above noted time will not be accepted. The envelopes containing the bids must be sealed, addressed to Tracy Cosilmon, Town Clerk, and clearly labeled “PIN 3950.77 – US ROUTE 11 STREETSCAPE IMPROVEMENTS”.
The work includes providing all labor, materials, machinery, tools, equipment and other means
of construction necessary and incidental to the completion of the work shown on the plans and
described in these specifications including, but not necessarily limited to the following: replacing
of existing curb and concrete sidewalks, installation of new decorative street lighting, upgraded
signing and striping including thermoplastic crosswalks, improvement to drainage system, new
pedestrian traffic signals and two course mill/overlay of US Route 11.
There will be a non-mandatory pre-bid meeting at the offices of C&S Companies,
499 Col. Eileen Collins Blvd, Syracuse NY 13212 at 10:00 a.m. local time, on Wednesday
December 20, 2023.
Contract Documents, including Invitation to Bidders, Information for Bidders, Wage Rates, Bid
Documents, Agreement, Special Notes, Specifications, Contract Drawings, and any Addenda,

This is a Federal Aid Project and NYSDOT Standard Specifications, officially finalized and
adopted on January 1, 2023 as posted on the New York State Department of Transportation’s

The use of the NYSDOT approved civil rights reporting software, Equitable Business

No residential or geographical restrictions will be in effect for this project. Applicable Federal
requirements take precedence over State and local requirements unless state and local
requirements are deemed to be more stringent.
This is a unit price bid as described in the Information for Bidders.
Each bid must be accompanied by security in an amount not less than five percent (5%) of the
amount of the bid in the form and subject to the conditions provided in the Information for
Bidders.
The successful Bidder will be required to comply with all provisions of the Federal Government
Equal Employment Opportunity clauses issued by the Secretary of Labor on May 2, 1968 and
published in the Federal Register (41 CFR Part 60-1, 33 F.2 7804). Successful bidders will be
required to pay prevailing wage rates on this contract.
The Town of Cicero reserves the right to consider the bids for forty-five (45) days after receipt
before awarding any Contract, and to waive any minor informalities in, and to reject, any and all
bids. All bids are subject to final review and approval by the New York State Department of
Transportation (NYSDOT) before any award of contract may be made. Receipt of bids by the
Town of Cicero shall not be construed as authority to bind the Town of Cicero.
No bidder may withdraw his/her bid within forty-five (45) calendar days after the actual date of
the opening thereof.

publicly opened and read aloud. This project includes the removal of approximately 2,700 c.y. of fill surrounding a portion of the North Branch of Pine Grove Brook located at 5840 South Bay Road and
